Senior Business Analyst, Clinical Informatics   CST Implementation Vancouver, BC Please Note: Travel is required for this role. The Senior Business Analyst (SBA), Clinical Informatics reports to the Executive Director or designate, functions as a member of the management team and is responsible for providing leadership with business process reengineering concepts/methods and leading the analysis and documentation of business requirements on projects which supports the strategic and operational decision-making process. The SBA is responsible for supporting clinical informatics projects, prepares financial models, data mining, budget/variance reports, creating and implementing new standards, developing policies and procedures and representing the designated team on committees and other work groups. The role collaborates with various stakeholders across VPPL (Vancouver Coastal Health, Providence Health, PHSA and Lower mainland consolidations) to develop solutions for the business and provides strategic and comprehensive advisory services that assist in improving accuracy, completeness and validity of data as well as improving reporting compliance. The SBA provides leadership and direction to analyst staff and temporary staff, coordinates and assigns work, determines training requirement, participates in the hiring process and provides performance assessment for staff and contract/vendor services. The SBA regularly attends and provides updates at management meetings including provider governance meetings with Executive Directors/Directors and is privy to sensitive management and vendor information in order to carry out their duties. Identifies, documents, resolves issues with data in collaboration with business stakeholders, and liaises with other clinical informatics teams across VPPL. The position communicates with stakeholders at all levels to develop solutions for the business, provide strategic and advisory services, and to ensure requirements are met. The SBA contributes to creating a strong team environment by fostering trust and mutual respect, and supporting open dialogue on issues that allow for the optimization of projects and strategic goals. The role also supports clinical informatics efforts to continually improve on the high quality of services provided to various partners. What you’ll do  Analyze operational problems including models of care, finance initiatives and operational procedures, and recommend innovative solutions. by investigating issues, critically evaluating information gathered from multiple sources including working with Finance on project budget and projecting costs for staff, turnaround times, service commitment, reconciling conflicts, decomposing high-level information into details, abstracting up from low-level information to a general understanding, distinguishing user requests from the underlying true needs, and driving and challenging business assumptions. Prepare and compile in depth business cases, briefing notes, SBARS, and analytical reports for executives and governance to inform leadership decision-making. Ensure accuracy and reliability of these reports and analyses. Elicit business requirements by engaging clinical/program operation owners, key stakeholders and subject matter experts, and using methods such as interviews, environmental scanning, document reviews, business process descriptions, “use case” scenarios and workflow analysis. Gather and analyze information, anticipate and recognize problems and opportunities, create and evaluate alternatives, engage in continuous assessment and improvement to develop solutions, manages internal communications and make appropriate recommendations regarding processes and planning. Act as an advisor to the team(s) by assessing project risks, identifying risk mitigation strategies and opportunities, monitoring risk throughout the life cycle of the project, and providing specialized expertise, analysis and advice to stakeholders to support IMITS goals and objectives. Recommend solutions to achieve goals and outcomes. Work closely with stakeholders to review and develop processes, work flows, redesign end-to-end activities (current and future state), drive project requirements, develop implementation strategies, challenge business assumptions, and identify non-value added work, contract management. Provide business support with the goals, objectives and operations of the team such as change initiatives, financial planning, strategy and planning facilitation, process re-design, role clarification, and restructuring. Develop and update standard operating procedures and protocols and inform or draft polices for review as requested. Evaluate business processes, and identify and recommend new tools/applications to improve work processes and user experience. Support the work of project team members by participating in initiatives and projects related to clinical informatics, informing project scope and project plans, overseeing project implementation and evaluating results. Manage, develop, interpret and maintain up-to-date databases, SharePoint sites and information resources. Facilitate implementation of business process changes, assists in the development of business cases and participate in special projects as required. Provide leadership and work direction to analyst staff and temporarily assigned resources by assigning tasks, setting priorities and re-assigning work when necessary, providing feedback on performance, working with other managers, ensuring that staff have adequate technical and other training to perform their duties, providing technical guidance and/or training to staff. Participate in the recruitment process, screen resumes, and make hiring recommendations. Coordinate resources on project initiatives and operational sustainment tasks as requested. Proactively identify opportunities for process improvement that could result in added value, operational efficiencies or cost efficiencies and resolve complex issues, and make recommendations for new approaches to issue resolution. Provide support to the organization in recognizing current patterns and collaborating to develop and implement strategies to improve organizational effectiveness. Facilitate consensus on issues, including business design features, program changes, data requirements, and reports. Attend and participate in regular management meetings, has action items to complete and provides updates. Review steering committee minuets to maintain currency and attends as needed. Facilitate and lead various operational and project committees and teams. Communicate information, make recommendations and raise issues/concerns to the Executive Director. Provide structure and order to undefined problems and/or large-scale problems and/or political and sensitive initiatives and issues, making them easier to solve, and uses systemic thinking in devising solution options. Research, identify, develop and recommend best business practices that support the broader scope of digital and clinical informatics strategic goals. Develop and prepare project budgets, monitor expenditures, analyse and report on variances and implements remedial action for assigned projects and operating budget as required. Make recommendations on allocating resources to achieve goals. Develop and maintain effective working relationships with internal and external stakeholders across VPPL. Liaise with a variety of internal and external stakeholders such as IMITS colleagues, VPPL clinical informatics groups, clinicians, project management staff, other business analysts and various levels of leadership to collaborate, gather requirements and data, and obtain feedback. What you bring   Qualifications A level of education, training, and experience equivalent to a Bachelor’s degree in Business, Health Administration, Health Informatics or a related discipline and a minimum of five to seven (5-7) years’ recent related experience, including experience in project/program management, and business case research and development, preferably in a large, multi-site healthcare environment Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility. Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change. Demonstrated knowledge and understanding of legislative obligations and provincial commitments within CST Implementation contexts found in the foundational documents including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system. Awareness of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.). Skills & Knowledge Understands business analysis, project management methodology, and process improvement. Knowledge of financial forecasting, analysis and budgeting. Proven ability to work creatively and analytically in a problem-solving environment, utilizing advanced critical thinking capabilities. Ability to analyze issues and recommend solutions. . Demonstrated ability in presentation, facilitation, persuasion and issue management/escalation.
