The Department of Emergency Management is responsible for leading disaster and emergency planning, preparedness, response and recovery activities on behalf of the Province of Nova Scotia. The objective of the Department is to ensure that Nova Scotians are safe, prepared and resilient in the face of disasters and emergencies. The Department leads the coordination and co-operation of partners and resources during provincial level critical incidents, administers the province’s 911 service, maintains critical communications infrastructure and supports operations of our regional emergency management centres. The Department also works to ensure critical government services continue to function.

As the Manager, Development and Delivery, you will lead the design, development, delivery , and continuous improvement of the Department’s emergency management training and exercise programs.
You will transform complex and important emergency management education and information into accessible, practical learning experiences for varied audiences. Your work will include assessing learning needs, establishing education pathways and curriculum standards, developing courses and exercises, selecting effective delivery models, and creating resources for learners, instructors, and facilitators.
You will provide strategic and operational leadership to a team of professionals and work closely with government, communities, and partner organizations. You will have the opportunity to rethink traditional approaches, introduce modern and inclusive learning practices, and strengthen the consistency and operational relevance of emergency management education.
This position is well suited to an education or learning-development leader who wants their work to contribute directly to community readiness and public safety.
You are an experienced education, curriculum, learning and development, or instructional-design professional who can connect long-term strategy with practical implementation.
You have a university degree in education, adult education, instructional design, curriculum studies or another related field, plus significant related experience; an equivalent combination of education, training, and experience will also be considered. You must also demonstrate:
- experience applying adult learning principles to the design, development, delivery, and evaluation of education or training programs.
- experience developing courses, learning pathways, facilitator resources, and practical tools for varied audiences.
- leading complex program or curriculum-development work from needs assessment and planning through delivery and evaluation.
- leadership experience that may include managing employees, leading multidisciplinary teams, coaching colleagues, or directing significant programs or projects.
- strong facilitation and presentation skills, with the ability to explain complex subjects in clear and audience-appropriate language.
- strong written communication skills and experience producing structured, accessible learning products and guidance.
- experience incorporating equity, diversity, inclusion, and accessibility considerations into learning design and delivery.
The following would be considered assets:
- a completed related graduate degree
- knowledge of emergency management, public safety, or experience designing emergency exercises, simulations, tabletop exercises, or scenario-based learning.
- experience implementing or administering a learning management system.
- experience with curriculum-development
- experience assessing and applying emerging and modern technologies, including artificial intelligence, in a responsible, secure, and accessible manner.

Your normal work week is 35 hours/week, 7 hours/day. Most work is completed in an office or classroom environment and involves extended periods of concentration, computer use, meetings, planning, writing, and reviewing detailed materials.
The work includes facilitating or supporting training, workshops, planning sessions, and exercises in different settings. These activities may require standing for periods of time, transporting or arranging learning materials, working in spaces with varying noise levels.
You must be able to travel periodically within Nova Scotia and, on occasion, outside the province. Travel may involve locations not readily served by public transport and may occasionally affect regular working hours.
The worksite location is flexible and may be located in any of the Emergency Management offices. Your worksite location will be determined at the offer negotiation stage.
Pay Grade: EC 12
Salary Range: $3,929.22 - $4,911.52 Bi-Weekly
