Senior Policy Analyst

Role Responsibilities

Key Responsibilities

• Lead the research, analysis, development, implementation, and evaluation of transportation policies, programs, and initiatives that support government priorities and improve outcomes for Albertans.
• Manage complex, multi-phase projects and initiatives involving multiple stakeholders, ensuring deliverables are completed on time and aligned with strategic objectives.
• Provide strategic advice, evidence-based recommendations, and policy options to senior leadership for implementation of programs and initiatives, including the preparation of briefings, reports, presentations, and decision documents.
• Conduct environmental scans, jurisdictional reviews, and impact assessments to identify emerging issues, risks, opportunities, and best practices.
• Develop and implement engagement and consultation strategies with internal and external stakeholders, including municipalities, industry partners, community organizations, and other government departments.
• Build and maintain collaborative relationships with stakeholders to support policy development, program implementation, program related policy development, and continuous improvement initiatives.
• Lead cross-functional teams, committees, and working groups to advance ministry priorities, achieve project outcomes, and support informed decision-making.
• Evaluate existing programs and policies, assess effectiveness and impacts, and recommend enhancements to improve service delivery and policy outcomes. 
• Identify and mitigate risks associated with policy, program, and project initiatives while balancing operational, financial, and stakeholder considerations.
• Contribute to strategic and operational planning, provide leadership and mentorship to team members, and act on behalf of management as required.

Qualifications

University graduation in a related field such as Political Science, public policy and other Social Sciences, or related field (such as Business Administration), plus 4 years progressively responsible related experience; or equivalent as described below.

Equivalency: Directly related education or experience considered on the basis of:

• 1 year of education for 1 year of experience; or
• 1 year of experience for 1 year of education.

Knowledge

• Knowledge of policy development, analysis, evaluation, and program implementation in a government environment.
• Understanding of transportation legislation, regulations, policies, and issues affecting Alberta’s transportation system.
• Knowledge of stakeholder engagement, consultation, and multi-stakeholder decision-making processes.
• Understanding of research methods, risk assessment, and evidence-based policy development.
• Knowledge of project management and contract management principles.
• Proficiency with Microsoft 365 applications (Word, Excel, PowerPoint, Teams, Copilot), survey tools, and Adobe Acrobat Pro.

Term of Employment:1 Permanent and 1 Temporary

Hours of Work: 36.25 hours per week.

Location: Edmonton
