Public Land Policy Analyst

Role Responsibilities

As a Public Lands Policy Analyst, you will contribute to the aligned and integrated delivery of public land management and administration in support of regulatory transformation and departmental priorities. Working collaboratively with policy specialists, regional staff, subject matter experts, and other government business areas, you will support the development, review, implementation, and communication of public land policies, directives, disturbance standards, guidelines, and related materials.

Roles and Responsibilities:

• Develop and review public land policies, directives, disturbance standards, guidelines, and procedures to support regulatory transformation, legislative requirements, and departmental priorities.
• Analyze legislation, regulations, policies, and program requirements to identify gaps, risks, emerging issues, and opportunities, and develop recommendations to ensure alignment with public land management objectives.
• Lead and facilitate policy development initiatives by engaging subject matter experts, regional staff, and stakeholders, coordinating working sessions, and integrating diverse technical, operational, and policy perspectives.
• Conduct environmental scans, jurisdictional reviews, and evidence-based research to identify trends, leading practices, and developments that may affect public land management and regulatory initiatives.
• Prepare briefing materials, analyses, recommendations, decision documents, and responses to support managers and senior managers in addressing public land policy, legislative, regulatory, and implementation issues.
• Develop and coordinate communication, training, and awareness materials for new or revised policies, directives, procedures, information letters, and guidelines, and support the maintenance of accurate public-facing information.
• Build and maintain collaborative relationships across the department and Government of Alberta, participate in teams and committees, and support effective implementation of policies and regulatory transformation initiatives.

Qualifications

Resources Management, Agriculture, Public Administration, Public Policy plus 2 years of related experience.

Equivalency: Directly related education or experience considered on the basis of:

• 1 year of education for 1 year of experience; or
• 1 year of experience for 1 year of education

 
Required

• Direct experience working in Crown land management, natural resource management, environmental policy, or a related field.
• Experience in project management
• Experience leading complex, multidisciplinary projects or initiatives.
• Demonstrated experience developing policy options, briefing materials, recommendations, and decision documents.
• Experience facilitating collaboration among diverse stakeholders with competing interests.
• Demonstrated ability to identify emerging issues, risks, opportunities, and potential impacts on government priorities.
• Experience integrating technical, scientific, policy, operational, and stakeholder information into clear recommendations.

Assets

• In-depth knowledge of Crown land legislation, regulations, and policy frameworks.
• Strong understanding of environmental and natural resource issues affecting Crown land management.
• Experience working within a provincial government or Government of Alberta environment.
• Experience developing or implementing public policy, legislation, regulations, or government programs.
• Familiarity with Government of Alberta policy development, decision-making, strategic planning, and performance reporting frameworks.
• Understanding of inter-ministry and cross-government relationships and processes.

Notes

• This position is a full-time permanent opportunity and is in Edmonton.
• Hours of Work: Monday to Friday, 36.25 hours per week.
