Responsible for an adult learning system that provides accessible, affordable, and high-quality education for Albertans, Advanced Education prepares Albertans for lifelong success through education by approving programs of study; funding public post-secondary institutions and other adult learning providers; providing financial aid for learners; registering and certifying apprentices; supporting academic research and innovation.
 
The Apprenticeship Education and Pathways unit’s primary responsibilities are supporting industry through the process of developing and implementing a new education program or trade, strategic and issues integration, management of apprentice education and partnership funding, operational communications and marketing, and developing pathways for post-apprenticeship professional development.

Role Responsibilities

Under the general direction of the Director, Apprenticeship Education and Pathways, the Manager, Program Implementation , is responsible for leading a diverse range of projects that support program development and innovation for AIT to address new strategic and mandate-driven priorities; and expand the apprenticeship model to include new education programs and designated trades. 


All projects are multi-faceted that involve multiple internal and external stakeholders and linkages to ministry priorities, strategic policy, and legislation. The scope of project leadership includes stakeholder engagement and liaison; managing research; managing project documents and progress; development of recommendations and advice for senior, executive, and political leaders; movement of decision-documents through approval channels; and leading implementation or transition to other units for implementation.


The Manager, Program Implementation is expected to:
 

  • Lead development and implementation of new education programs and designated trades as part of the Industry Pathways initiative to expand application the apprenticeship learning model.
  • Manage strategic and operational projects to advance achievement of division and department priorities from planning through to completion; also managing program operations that reside with the team post-development. 
  • Develop and lead a common approach to program development and implementation and identify and assess innovation in program planning and delivery.
  • Engage in effective issues integration on a range of assigned topics and issues, engaging other branches and departments as needed, drafting and consolidating briefings and advice for senior, executive, and political leaders.
  • Present integrated updates, briefings, and intelligence to senior, executive and political leaders.
  • Develop and maintain relationships with key stakeholder groups such as industry representatives, post-secondary institutions, department and cross-ministry staff.

You must be proficient at managing stakeholders, projects and programs while simultaneously being aware of key trends, issues and opportunities that impact your work. This also requires remaining sensitive to the larger political and societal context in which the key objectives of responsiveness, innovation, and collaboration are to be achieved. Your knowledge of Alberta’s labour market, economy, post-secondary education system and stakeholders along your ability to adapt to changing priorities while maintaining resilience will help you succeed in this challenging and exciting role.

Qualifications

Bachelors degree in Education, Arts, Business Management, Public Administration, Social Sciences and other related field and four years of progressively related experience.
 

  • Program development and implementation experience is required.
  • Stakeholder management experience is required. 
  • Project planning and management experience is required.


The Manager, Program Implementation requires: 
 

  • Thorough knowledge of stakeholder management, including developing and maintaining relationships and identifying needs, solutions and common ground. 
  • In-depth knowledge and experience in education program development and implementation.
  • Experience leading projects across multiple subject matters while managing ambiguity and competing priorities.
  • Knowledge of key trends impacting the Alberta labour market, particularly in relation to skilled trades and industry, and the economic environment in which the adult learning system exists.
  • Knowledge of the apprenticeship education and skilled trades system in Alberta, including related legislation, policies and programs.
  • Knowledge of government priorities, mandate items and current and upcoming government strategies, and how they align with ministry business plan goals and the work of the unit.
  • Team leadership and management skills including financial and human resource management frameworks, policies, and processes in place across the GoA.
  • Strategic and operational planning skills. 
  • Ability to work independently, make appropriate decisions and act as required.

Notes

This is a full-time permanent position working 36.25 hours per week, Monday to Friday. 

Working location is Commerce Place 10155 102 Street Edmonton AB.
