The Ministry of Municipal Affairs assists municipalities in providing well-managed, collaborative, and accountable local government to Albertans. Our main responsibilities are:

 

  • Funding supports for municipalities
  • A system that strives to ensure appropriate safety standards for the construction and maintenance of buildings and equipment
    Protections for new home buyers and required licensing for home builders
  • Province-wide support for access to public library services for Albertans
  • Management of about 2.6 million acres of public land in the province's three Special Areas
  • Independent review and decisions on local matters by the Land and Property Rights Tribunal

Role Responsibilities

Reporting to the Director, Policy and Strategy, the Manager, Policy and Analysis, will provide leadership and advice on municipal funding policy and program development, other key policy-oriented projects related to municipal finances, stakeholder engagement related to grant program changes, and development of municipal grant funding allocations and analysis. 

The Manager and their team will work in the context of the provincial government’s goals, guidelines and policies, the department’s policies, business plan, budget, accountability guidelines, and provincial legislation and regulations, including the Municipal Government Act, Local Government Fiscal Framework Act, and the Ministerial Grants Regulation.

The Manager will be required to:

  • Lead the development of policy analysis and recommendations for municipal funding issues, including grant formula and program development
  • Lead the development of grant program allocations and analysis
  • Support the development, negotiations, and administration of new and renewed federal funding programs
  • Represent the Branch or Unit on committees and/or multi-disciplinary project teams
  • Contribute to the mandate and goals of the Grants and Education Property Tax Branch

Qualifications

Minimum recruitment standards outline the minimum education and experience required for appointment to a job classification.

University graduation in a field related to the position assignment such as Public Administration, Business Administration, , Economics, Statistics, Communication, political science, Law, Planning, Geography   supplemented by four years related experience. Related experience or education may be considered as an equivalency on a one for one basis. 

Equivalency:

Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.


Assets:

  • Direct policy development and/or grant program development and administration experience
  • Direct data analysis experience
  • Previous project management experience which includes leading project teams involving multiple stakeholders and leading stakeholder engagements sessions and processes
  • Previous experience managing people in a professional setting
