Manager, Capital Planning

Role Responsibilities

The Ministry of Justice is looking for a Manager Capital Planning.

Reporting to the Director, Accommodations & Capital Planning, the Manager, Capital Planning is responsible for coordinating, analyzing and providing recommendations on a wide range of Justice capital planning and accommodations activities. These include, but are not limited to, needs assessments, business cases, functional programs and strategic accommodations projects. The Manager leads a team responsible for developing and implementing programs that respond to Justice system capital needs. This role requires strong collaboration with internal ministry partners, Alberta Infrastructure, Justice system stakeholders and other government ministries to advance proposed and approved Justice capital initiatives.

The Manager will lead the ministry’s annual Capital Planning Initiative (CPI) submission, working collaboratively with the other Accommodations Manager, Accommodations Planners, Alberta Infrastructure (INFRA) Capital Planning, and Justice Financial Planning. The Manager will coordinate the development and submission of approved capital project requests to Alberta Finance and Treasury Board, ensuring alignment with ministry priorities, capital planning requirements and established processes.

The job responsibilities include:

Project Management and Financial Accountability

• Oversee a portfolio of accommodation projects ranging from renovations and relocations to major courthouse and facility projects.
• Assess and monitor ongoing accommodation needs across Justice program areas.
• Develop accommodation strategies, proposals, and long-term plans that balance:

o    current and future business needs
o    available capital and operating budgets
o    space availability and suitability
o    ministry priorities
o    delivery capacity of Infrastructure and industry partners.

• Review accommodation requests from branches and recommend revisions where required.
• Manage project risks, scope, timelines, budgets and stakeholder expectations.
• Ensure projects comply with government standards, space guidelines and ministry requirements.
• Act as the primary accommodation advisor for senior ministry clients.
• Build relationships with executive leadership, Infrastructure, consultants, contractors and service providers.
• Manage sensitive discussions involving space allocation, competing priorities, budget and resource constraints.
• Ensure effective stewardship of public funds and maximize value from accommodation investments.
• Support forecasting, budgeting and financial reporting activities.
• Maintaining space inventories and providing accurate project reporting updates to executive teams.
• Manage ministry parking spaces and allocation of such according to the GoA policy, INFRA's On-line Parking Request and Administration (OPRA) system, to address Justice's evolving business needs.

Team Leadership and People Management

• Set team priorities and work plans.
• Coach, mentor, and develop Accommodation Planners and support staff.
• Conduct performance management activities.
• Manage workload distribution and succession planning.
• Foster a collaborative, client-focused culture.
• Provide leadership and guidance to the Accommodation team, using systems thinking to identify operational process improvements, and leveraging client relationships to optimize project delivery, while challenging the current process.
• Provide oversight on services received from Service Alberta, INFRA facility planners, project managers, furniture team coordinators, furniture dealers and contractors and design consultants and contractors.

Capital Planning

• Assist and co-ordinate the preparation of the ministry annual accommodation priorities for submission to INFRA.
• Assist program areas and INFRA with accommodations studies and business case development during the pre-planning stage of capital projects, and upon funding approval, provide advice and consultative services during the planning, design, construction, and move phases of capital projects, including the provision of furnishings and specialized fitments and equipment.
• Negotiating with stakeholders, providing leadership and guidance to a team of Accommodation Planners.

Qualifications

Required:

University graduation in a field related to planning, policy, business, health and public administration, supplemented by four years related experience.

Equivalency: Directly related education or experience considered on the basis of:

• 1 year of education for 1 year of experience; or
• 1 year of experience for 1 year of education.

Assets:

• Capital project management and budgeting.
• Fleet management and operations.
• Communication skills (verbal and written) to effectively represent the Ministry and communicate issues, opportunities and recommendations.
• Demonstrated experience in strategic and critical thinking.
• Demonstrated experience developing and implementing creative and innovative approaches to solve complex problems.
• Knowledge of procurement legislation, building and occupational health and safety standards.
• Facilities and accommodations planning.

Notes

Hours : 36.25 hours per week, Monday to Friday.

Work location : Petroleum Plaza Building North Tower, Edmonton.
