Lands Systems And Technology Manager

Role Responsibilities

Are you a strategic systems leader with a passion for digital modernization and cross-functional collaboration? The Lands Division is seeking a Land Systems and Technology Manager to lead the evolution of our technology portfolio, ensuring alignment with business priorities and enterprise IT strategies.

In this strategic advisory role, you will:

• Provide leadership in optimizing and supporting interconnected legacy and modern systems (e.g., GLIMPS, LAT, ReLM, Niche RMS, CARS2, ECSS).
• Ensure systems meet operational, compliance, and reporting needs in line with legislative and regulatory frameworks.and coordinate modernization initiatives.
• Act as key liaison between executive leadership, operational teams, IT partners, and diverse external stakeholders, to align priorities, resolve issues, and ensure business readiness.
• Drive stakeholder engagement strategies that foster collaboration, consensus, and long-term solutions.
• Guide organizational change management and talent development to build capacity for ongoing innovation.

Key Responsibilities:

• Lead strategic planning for the modernization of divisional IT systems and digital platforms.
• Evaluate current systems and translate operational needs into clear, actionable business requirements.
• Coordinate governance, manage system interdependencies, and align initiatives with ministry and enterprise modernization goals.
• Track timelines, risks, and deliverables of IT-related initiatives while supporting change adoption and business readiness.
• Provide expert advice to ensure business continuity during system transitions and optimize compliance and reporting tools.
• Liaise with internal technology partners and external service providers to deliver reliable and business-aligned solutions.
• Represent the division on cross-ministry councils and foster ongoing improvements in digital service delivery.

Qualifications

Required Qualifications:

To be considered for this position, you must have:

• Completed University Degree (4 years) in a related field with 4 years of related experience (e.g. Computer Sciences, Business Management), including leadership roles.

Equivalency: Related education or experience may be considered on a one-for-one basis.

Additional requirement:

• Leading information systems service planning and IT operational strategy.
• Managing outsourcing/vendor agreements and ensuring service-level compliance.
• Driving strategic and operational planning across business and technology functions.
• Leading business process re-engineering, business analysis, and modernization initiatives.
• Conducting quality assurance reviews for IT plans, ensuring alignment with business needs.
• Managing stakeholder relationships and overseeing demand management for IT resources and services.

Assets:

• Knowledge and/or experience with integrated land management systems or other two or three-tier business systems that integrate with enterprise systems (e.g., revenue)
• Ability to negotiate, mediate, and resolve conflicts with senior leaders and diverse stakeholders.
• Proven ability to build consensus, drive innovation, and lead cross-functional teams through system and process change.
• Expertise in advising and supporting senior executives on divisional technology strategy and planning.
• Strong track record of collaborative relationship-building across ministries, divisions, and external partners.
• Advanced skills in critical thinking and problem-solving to assess complex challenges and recommend strategic solutions.
• Experience leading organizational change and transition in complex, multi-stakeholder environments.
• Capacity to lead cross-ministry projects supporting digital transformation and service modernization.
• Commitment to leadership development, talent growth, and fostering a culture of innovation and continuous improvement.
• Skill in developing operational policy that supports strategic objectives and organizational effectiveness.
• Strong negotiation and mediation skills with a record of building consensus and advancing shared outcomes.

Notes

• This position is located in Edmonton
• Monday – Friday, 7.25 hours per day / 36.25 hours per week
