Description

Manager, People Operations — Fixed-Term

Team Rubicon Canada
Hybrid / Remote
14-month fixed-term position, with the possibility of extension
Posting Closing Date: [14 November, 2026]

Team Rubicon Canada (TR Canada) is a veteran-led humanitarian organization built to serve communities before, during, and after disasters and crises. Our people, known as Greyshirts, are the cornerstone of our mission and success. We are committed to fostering an environment that embodies the principles of Diversity, Equity, Inclusion, and Belonging (DEI&B)—inclusive of beliefs, cultural backgrounds, job experiences, thoughts, and ideas—across all aspects of our operations.

We are seeking a Manager, People Operations to join the team on a 14-month fixed-term basis to provide temporary leave coverage, with the possibility of extension. This isn’t a caretaker assignment. We need someone who can step into an established People Operations function, keep critical systems moving, advise leaders confidently, and continue strengthening the infrastructure that allows Greyshirts to do their best work. Reporting to the Director, People and Culture, you will lead the operational delivery of People Operations for TR Canada’s staff workforce while supporting the broader Greyshirt experience. You will oversee key elements of the people lifecycle, including talent acquisition oversight, onboarding and offboarding, policy and employment compliance, workplace health and safety, employee and Greyshirt relations, performance coaching, HR systems, benefits, and people reporting.

The right person brings strong HR judgement, technical depth, and the ability to balance compliance with common sense. You can handle difficult conversations, complex employee matters, competing priorities, and confidential information without losing sight of the people behind the process.

Our culture requires individuals foolish enough to think they can change the world and competent enough to have a chance. Every day is a challenge, but every month brings new opportunities. This position can be hybrid or remote, with occasional travel and in-person work required.

Duties

  • Lead the operational delivery of People Operations across the staff lifecycle, including recruitment, onboarding, offboarding, employee relations, benefits, HR systems, and workforce reporting.
  • Advise leaders on hiring, performance, conduct, accommodation, workplace investigations, and other complex or sensitive people matters.
  • Maintain compliance with applicable Ontario employment, human rights, accessibility, health and safety, workers’ compensation, and pay equity requirements.
  • Lead workplace health and safety administration, including support to the Joint Occupational Health and Safety Committee and follow-up on safety concerns.
  • Lead TR Canada’s Performance Coaching Framework, including goal-setting, regular feedback, check-ins, and formal performance reviews.
  • Administer Greyshirt participation and status processes, including Participation Status Committee matters, restrictions, holds, deactivations, screening, and related documentation.
  • Serve as an HR business partner to the Executive and Senior Leadership Teams, supporting workforce planning, organizational design, role alignment, career progression, and broader people strategy.
  • Administer HR systems, benefits, people data, and People Operations communications, ensuring accuracy, clarity, and consistency.
  • Contribute to organizational well-being initiatives and The Arena Project, supporting psychological safety, moral integrity, resilience, and Greyshirt readiness.
  • Perform other duties as assigned.

Experience and Background

  • Bachelor’s degree in Human Resources, Business Administration, or a related field, or an equivalent combination of education and experience. Post-graduate education is an asset.
  • Seven or more years of progressive human resources experience, including at least three years in a leadership role.
  • Strong working knowledge of Ontario employment and workplace requirements, including employment standards, occupational health and safety, accessibility, human rights, WSIB, and pay equity obligations.
  • Demonstrated experience with employee relations, performance management, workplace investigations, accommodation, and other complex or sensitive people matters.
  • Experience advising leaders on organizational design, workforce planning, talent management, role alignment, and broader people strategy.
  • Experience developing or delivering recruitment, onboarding, learning, leadership development, or performance management programs.
  • Strong leadership, coaching, judgement, discretion, and communication skills, with the ability to guide leaders through complex people matters and handle confidential information appropriately.
  • Strong planning and organizational skills, with the ability to manage multiple priorities, translate technical HR requirements into practical guidance, and operate effectively in a fast-paced environment.
  • Experience with HR information systems, applicant tracking systems, and tools such as Ceridian, Greenhouse, Asana, and Microsoft Office, or comparable platforms.
  • Professional HR certification, such as CPHR, experience in a non-profit or volunteer-powered environment, and fluency in both of Canada’s official languages are assets.
